Arthur, a lawyer, was active for many years in party politics. He had served as quartermaster general of the New York state militia during the Civil War. In President Ulysses S. Grant appointed Arthur collector of the Port of New York, a position he held for seven years until the Hayes administration ousted him for failure to carry out reforms. Within six months of going to Washington as the Vice President, Arthur replaced Garfield as president, after Garfield died from wounds received in a July assassination. And soon after assuming the presidency, Arthur set his own independent course for his remaining three years in office.
The new president fought the spoils patronage system he supported in New York, advocated tariff relief for businesses, and demanded breaks for taxpayers. Although he was in pain and ill health for the rest of his presidency, Arthur championed reforms of the patronage system. Congress suspended Chinese immigration for ten years, later making the restriction permanent. Arthur demonstrated as President that he was above factions within the Republican Party, if indeed not above the party itself.
Perhaps in part his reason was the well-kept secret he had known since a year after he succeeded to the Presidency, that he was suffering from a fatal kidney disease. He kept himself in the running for the Presidential nomination in in order not to appear that he feared defeat, but was not renominated, and died in Publisher Alexander K.
